I thought this was hilarious. Apparently Bush referred to Stephen Harper as "Steve" and this picture soon followed in the newspaper.

Sly, that is a great question. If I absolutely had to choose i'd say Bush, however I think PP has a good point.

Bush was extra 'special' all week long. First he was caught cursing on a microphone, then he unwantedly rubbed the shoulders of the German Chancellor, and now this. Charming!

I'm going to put it out there and say that while George is more powerful in the public sphere, often times the person in the relationship who is more forceful seeming, socially, is the bottom and you'd never expect it. Therefore, I submit that George is the bottom - everyone likes to be told what to do sometimes.
